About Us

Michael Mahoney  is founder and Chairman of Professional Land Services. Michael (Mike) Mahoney is a registered Land Surveyor with over 35 years of experience in land surveying, land acquisition, expert testimony and construction. This includes his previous positions as the Manager of the Cadastral Engineering Section for the Department of the Navy, and the Chief of Cadastral Engineering for the U.S. Army Corps of Engineers where he was responsible for the development of Navy’s Geographical Information Systems (GIS), Land Information System (LIS), real estate summary maps, topographical base maps, legal descriptions, title searches and right of way engineering drawings for over 200 federal projects in 9 western states.  Michael’s primary responsibilities include contract administration, project management, contract negotiation, Mike is responsible for overseeing the production of all ALTA surveys, boundary analysis and plats preparation, Record of Surveys, Parcel Maps, Tract Maps, and legal descriptions. 

Key Personnel

James O’Connell is the lead Project Manager with a BSCE (Tao Beta Pi Honor Society) with a dual focus in structural and geotechnical engineering and a Masters of Science in Structural/ Earthquake Engineering at San Francisco State University. For the past 15 years, James’ experience includes a broad array of and engineering principles, such as: Panama Canal Widening, Lake Isabella Dam Geotechnical Study for Retrofit, Christen Hill Transmission Line Design, and the Topographical-Boundary Map for the PG&E/San Bruno Fire Blast Site.  


Serving as lead engineer for civil design and surveying projects, James has produced calculations, plans, specifications and estimates for a variety of projects including: water distribution system, Q-runoff analysis for stormwater distribution and out-fall lines, retaining walls, foundations, streets, grading & earthwork, and site improvement plan. James’ surveying experience includes but is not limited to: ALTA surveys, Parcel Maps, Record of Surveys, Boundary Resolutions, Boundary-Topo Maps, Field Investigations, Aerial Photography, Photogrammetry, Planning Notification Maps, Encroachment Permit Plats, Horizontal Vertical Control Networks, and Geodetic Surveys using first order GPS. 

John Mahoney is a Principal and licensed civil engineer in CA, HI, WA, AZ and CO and a licensed contractor in California with A (General Engineering) and B (General Building) classifications.  John is a certified Qualified SWPPP Developer (QSD)  and LEED-Accredited Professional. John has over 24 years of proven leadership in the public and commercial sectors, including: water, wastewater, flood control, transportation, aviation, power, industrial, retail, hospitality, and higher education using Design-Bid-Build (DBB) , Construction Management at Risk (CM@R) and Design-Build (DB) delivery methods. His responsibilities include strategic planning, property acquisition/divestment, project management, risk assessments, performance auditing, environmental evaluation and remediation, regulatory permitting, civil engineering, hydraulic modeling, energy efficiency & LEED consulting, construction management, change management and claims resolution.
